Objective:

Distribute educational materials and conduct outreach to inform citizens about the impacts that stormwater runoff has on water quality.

This objective is accomplished by:

The Ontario-Wayne Stormwater Coalition (OWSC) website (http://owsc.org/) has been established to serve as a source of information for stormwater management related topics/issues, local construction projects and current events that the public can access at any time. The OWSC helps to organize Community Events throughout the year in which Stormwater Pollution Prevention Plan (SWPPP) brochures, Public Education Displays, Multi-Media Training Kits and Public Information Press Packages are made available to the public. The OWSC also sends out direct mailings to local residents and provides notification of stormwater and construction related training sessions for contractors, MS4 staff members and the public to attend.

Objective:

Provide opportunities for citizens to participate in the stormwater management program or other programs which improve water quality.

This objective is accomplished by:

The Ontario-Wayne Stormwater Coalition (OWSC) helps to organize community events and volunteer community cleanups throughout the year for the public to participate in. The OWSC MS4 Annual Report is available to the public for review/comment on the OWSC website (http://owsc.org/). Stormwater Pollution Prevention Plans for local projects are also available for public review/comment at the designated MS4 offices.

Objective:

Develop and implement a plan to detect and eliminate non stormwater discharges into the stormwater system.

This objective is accomplished by:

The designated members of the Ontario-Wayne Stormwater Coalition (OWSC) should actively search for any potential illicit discharges within their municipal boundaries. Once an illicit discharge is identified and/or detected, the source is to be eliminated. The OWSC organizes Illicit Discharge Detection and Elimination (IDDE) training sessions for MS4 staff and the public to educate them on what illicit discharges are, and how to identify them. Public support in identifying and/or detecting illicit discharges is encouraged. The public is also encouraged to contact the OWSC if an illicit discharge is discovered, so that it can be eliminated in a timely and effective manor. The MS4’s within the OWSC have adopted an IDDE Management plan and are developing and updating a mapping system that locates the outfalls within each MS4 to help detect any illicit discharges.

Objective:

Develop, implement and enforce an erosion and sediment control program for construction site activities of that disturb one acre or greater.

This objective is accomplished by:

The MS4’s of the Ontario-Wayne Stormwater Coalition (OWSC) review and comment on the Construction Erosion Control Plans and Stormwater Pollution Prevention Plans (SWPPP) for each project disturbing more than 1 acre within their municipality to ensure they confirm to, at a minimum the guidelines set forth in the NY State Pollution Discharge Elimination System (SPDES) General Permit. The members of the OWSC conduct SWPPP inspections on all sites disturbing more than 1 acre to ensure the site construction erosion control measures comply with the approved SWPPP for the project and the NY SPDES General Permit. The inspection reports are kept in the on-site copy of the SWPPP and at the MS4 office. Erosion control deficiencies are documented in the inspection reports and are monitored until they are eliminated.

Objective:

Develop, implement and enforce a program to address discharges of post-construction stormwater runoff from new development or redevelopment areas.

This objective is accomplished by:

The MS4’s in the Ontario-Wayne Stormwater Coalition (OWSC) inspect the post-construction phase of stormwater management practices to ensure that the design follows the approved Stormwater Pollution Prevention Plan (SWPPP) for the project. The MS4’s monitor the post-construction stormwater management practices within their municipal boundaries as necessary and per the individual SWPPP’s. Inspection reports are kept on file at each MS4 office.

Objective:

Develop and implement a program that reduces or prevents pollutant runoff from municipal operations.

This objective is accomplished by:

The Ontario-Wayne Stormwater Coalition (OWSC) implements several Pollution Prevention / Good Housekeeping efforts throughout the year. The efforts include but are not limited to: road sweeping, catch basin inspection & cleaning, and inspecting & monitoring existing stormwater management practices (i.e. ponds). Each MS4 within the OWSC has adopted their own Stormwater Management Program Plan (SWMPP) and SWMPP training sessions which are held throughout the year for municipal staff to attend.
